get_portfolio_rankings

Ranks the titles in force within a portfolio by how central each is to that portfolio's own law. This is computed per portfolio, not a filtered view of the corpus-wide ranking.

Notes

portfolio is matched case-insensitively against part of the department's name: "Treasury" matches "Department of The Treasury". A portfolio that matches nothing returns an empty rankings list, not an error.
Omit portfolio to get the top limit titles from every portfolio at once.
portfolio_centrality_score and portfolio_pagerank_score are two measures of importance within the portfolio, each from 0 to 1.
Acts cited by almost every other title, such as the Acts Interpretation Act 1901, are excluded, because their citations say nothing about importance within a portfolio.
made_under_count, where counted, is the number of instruments in force the Federal Register records as made under the title. It is shown beside the score and is not part of it.
